If the replacement lid was installed by a licensed installer, they should have removed the debris in the bottom. But that whats separates professionals from everyone else is a complete job. Dirty work but it should have been done. It takes up tank volume and holds sludge.
The second photo shows the outlet baffle on the second tank failing. The consequences of this will be septic scum (fats, oils, grease and hair) moving out into the drainfield, causing premature failure.
